		<description>All the issues you group together and categorise as infrastructure should have been in a plan of long term governance and  government it is called,&quot;master plan&quot;to which we don`t have!

The first item in that master-plan should have been &quot;national security&quot; and we had no intelligence corps so its just not adviable to talk about follow-up items on the list of priorities in governance until the first item has been fulfilled.if we had effective intelligence corps we would never have been taken by surprise by these counterfeit and faked goods  smugglers  so that`s just one of the benefits of having an intelligence.During my time banks would start interviews for business loans by    making the security issue the first item  of the meeting and so it is standing me askance that a government can sideline security altogether and rule the country on a skeletal security apparatus!

Skulduggery and subterfuge was their method of rule camouflaged by technocracy where they rule this country with a coterie clique corteges who must defend their doomed and dismal rule to the last.A government`s priority is not to economise but to cultularise so as to establish an identity that will rally citizens behind each other where on mattes of common concern like the question of immigrants they speak with one voice not with a milion-and-one -voices! The country`s infrastructure like minerals,agriculture,construction and industry must be the first port of call for development and growth.</description>

		<description>once you mention government as if you`re referring to a parastatal then I have a problem there because this imply that we are a dictator state where orders to develop the infrastructure are disseminated from the executive.

Indeed this is the case in South Africa where even think tanks are not independent as anticipated but take orders from the executive.Problem here was the failure of these rulers to constiutionalise every institution in this country and instead concluded that the constitutionalised are those who will take orders from us!Government is supposed to make a statement about its mission and corporacy  is supposed to implement government promises which will always be about gdp,gnp,poverty,crime,hunger,joblessness,homelessness,illiteracy,delinquency, slums and under-skilled.Now,this constant communication with corporacy is really complicating things because just like the armed forces government must distance itself from corporacy and only met it when it is not happy about its implementation of its responsibility programme</description>

and housing disparities created under the ‘Group Areas Act’ (1950) can be deemed sensible in
the context of SA history. However, where post 1994 delivery fails to integrate the poor into
formal, urban South Africa (suburban or city centres) through bulk allocations in inappropriate
localities it can be argued to embody geo-spatial continuation of the Apartheid-era. 

In considering the provision of infrastructure, we must also consider the type of infrastructure, the cost, the appropriateness, the contextual nature,  the community etc. The application of the modern (or neo-modern) mass production model has likely been a contributor towards the failures of the program thus far; not discounting the contribution this approach has made towards the success of the model either. 

A high-level of inefficiency, integral to the block-delivery approach still prevalent (even though policy has shifted), is captured at almost every step in the delivery process - from procurement to building. 

These are fascinating questions. I will be following this dialogue intently!</description>
